Yup having a pc comes with a slew of free programs. Like audacity a free audio editing software, gimp a free image editing software, plenty of music making software and even free game dev software like Godot , Unity, etc
I wouldn't exactly use Paint for that, but whatever works for you!

If you have paint then you must have a pc.
There are plenty of free powerful animation programs out there like opentoonz, krita, blender, and Wick Editor.
And there are plenty of videos on you tube to learn all of them. While you’re there I would also check out the fundamentals of animation.
